The target postgres version is 17.4 To avoid any potential wasted effort troubleshooting comlink errors against postgres 16, we will roll the db to 17.4 Non-testnet upgrades will be effected by blue/green deployment migration, so any issues with this version of postgres are moot.
We'll update if recovery is delayed.
